Unlike every other country in this session, Bolivia's page on gadebate.un.org does not include a "Full statement" PDF — only the video/audio recording (~24 minutes) is published. This appears to be because Bolivia's delegation did not submit a written statement to the UN for posting.

I searched for an official transcript from the Bolivian government (presidencia.gob.bo, comunicacion.gob.bo) and news coverage, but found only paraphrased summaries, not a verbatim text. The UN's own detailed press release (GA/12711) could contain more direct quotes, but press.un.org is behind a CAPTCHA wall I did not attempt to bypass.

What is publicly known from press coverage (summary, not verbatim): President Arce said an honest assessment of the UN's 80 years leads to the conclusion that "the results are not as expected" — the world remains as divided as it was 80 years ago, inequality has grown, and the risk of a third world war is close without a timely reaction. He criticized the Trump administration's approach to Latin America and the Caribbean, accusing it of treating the region as a "containment barrier" against a multipolar world.
